Indonesian President identifies “immense opportunities” for Bintan

Indonesian President Dr. Haji Susilo Bambang Yudhoyono identified “immense opportunities” for the island of Bintan during last weekend’s naming ceremony for the Treasure Bay development.
To be known as “Pesona Logoi Bintan”, or the ‘Wonder of Lagoi Bintan”, the 835-acre site will be transformed into a world-class water resort city over the course of the next 20 years. Construction of the first phase will begin within several months and is expected to be completed in 2015.
The President told an audience of high-ranking government officials and VIP guests: “I want this area to be as developed as Singapore. We have better things here than in Singapore and we should use these as our pillars.”
During the ceremony he also urged developers to: “.. build a unique identity” which will attract repeat visitors to the island. Currently close to 20 per cent of regional income in the Riau Islands is derived from tourism.
The city is being developed by Bintan Treasure Bay Pte Ltd, a subsidiary of Malaysian-listed Landmarks Berhad. Treasure Bay’s Phase One will cover an area of around 222-acres and cost an estimated S$425 million (US$334 million).
Paul Leong, Chief Operating Officer of Bintan Treasure Bay spoke to Property Report South East Asia at Saturday’s event. He said: “The developments we are planning for our water resort city will set new benchmarks in the region, redefining what it means to be a world class tourism destination. In terms of scale and what we aim to achieve, this is one of the largest and most ambitious tourism developments to be announced in the region in recent years”.
He added: “We believe that the development of Treasure Bay will help to strongly position Bintan as the tourism gateway to the hidden gems of Asia: the islands of Kepulauan Riau. We want Asia and the rest of the world to discover the beauty of these islands with their unspoilt beaches and rich bio-marine life. This is the perfect getaway from the hustle and bustle of the city, one that is so close and accessible via Singapore and Malaysia.”
Two leading Thailand-based companies have been selected to provide cutting edge designs and landscapes for developments in Phase One.
Department of Architecture Co Ltd is responsible for the architectural design of the iconic resort. The design challenges conventional thinking on the look and feel of resorts. Instead of the typical wall-like beachfront resorts, iconic resort is made up of a series of interlocking cubes that are strung together to form a floating loop or “ring”, creating double volume space with no apparent sides and eliminating boundaries between the front and back. As a result, guests staying in any of its 119 rooms will be able to enjoy stunning vista of the sea and the crystal clear water lagoon.
The resort will also have 30 villas which are separate from the main hotel block, and connected by the crystal clear water lagoon to form an integral part of the total resort development. In all, the resort will have 149 rooms, inclusive of villas, available for guests. The resort which sits on about 18 acres of land is expected to be ready by 2014.
The interior design concept for the rooms as well as the public areas such as the lobby and restaurants has been inspired by the ancient Chinese concept of “Wu Xing”. This is based on the belief that the five classical elements of Earth, Metal, Water, Wood and Fire are essential for our existence. The interiors take on the personality and characteristics of the element that they represent.
Bintan Treasure Bay has also appointed landscape design studio TROP to create landscaping that will complement and enhance the aesthetics of the resort’s architectural design. Inspired by the ancient Chinese philosophy of “ying” and “yang” – two opposing cosmic forces which govern the universe – the landscape design balances and interlocks the island and the lagoon.
Besides the resort, TROP is responsible for transforming the site for Phase One into a piece of paradise on earth, with beautifully landscaped gardens showcasing tropical plants, shrubs, trees and flowers of varying shapes, colours and sizes.
Treasure Bay will also boast 160 serviced villas within the development. These villas will be spacious, with land areas ranging in size from 200 sqm to 1,100 sqm, and with build-up areas of between 160 sqm to 440 sqm.
For long term stay or even as an investment, these luxury villas of one to three bedrooms provide a unique waterfront experience. Each of these serviced villas has a big beautifully landscaped garden and is fringed by the waters of the crystal clear water lagoon. The indoor living space is integrated with the outdoor lagoon space and residents can literally jump into the lagoon right from their patio. Fully serviced by an international luxury hotel chain, these properties offer the ultimate in lifestyle living.
The crystal clear water lagoon is a marvel of modern technology, and a talking point in itself. Covering close to 26 acres, it will be the region’s largest crystal clear water lagoon. It will use an innovative concept that incorporates sustainable and environmentally-friendly technology. As the development progresses, Treasure Bay will further extend the initial 26 acres of crystal clear water lagoon to eventually cover about 78 acres of land, making it the biggest in the world.
In front of the resort will be a marina that will host luxury yachts from around the world. Berthing at the marina will provide the owners of these luxury yachts with the perfect getaway to the beautiful islands of Kepulauan Riau.   In terms of facilities, the marina intends to have boat charter services, boat management, and repair and maintenance services. In addition, it aims to be the venue for annual international and regional Regattas, boat exhibitions and marine conferences.
There are plans to eventually set up a sailing academy to promote sailing as a leisure sport. There is also provision to include a cruise centre in the future to integrate all maritime leisure activities.
To add to the total waterfront resort city experience, visitors and residents can look forward to speedy and hassle-free immigration clearance with the construction of a multi-modal transportation terminal located right next to the marina.
Besides the resort’s own amenities, there will also be additional facilities developed under Phase One for entertainment, night life, retail and F& B. There are plans to invite regional and international artistes to perform at Treasure Bay and establish the location as a vibrant and exciting entertainment and lifestyle hub. Retail outlets are expected to offer high end fashion and lifestyle brands. F& B options will include fine dining restaurants operated by renowned chefs and restaurant chains.
