What happened? MAS sets the rules for Basel III capital requirements. Minimum tier 1 will be 6%, core tier-1 will be 4.5% from Jan1, 2013. Additionally, it will bring Tier-1 to 8% and minimum Tier-1 to 6.5% by Jan1, 2015. There will also be a capital conservation buffer of an additional 2.5%, phased in from 2016 to 2019, meaning that the banks will have to hold core Tier-1 of 9% by 2019.
What we think? The official rules by MAS are a non-event. It was widely discussed as new proposals since Basel III proposals were put up, post-crisis. All Singapore banks already meet it, even including the buffer capital requirement to be phased in by 2019. All three banks have core capital above 10%. The problem was that banks in Europe and US had trouble to meet it and had resistance. The additional core equity (2.5%) was meant to address the grouse that Basel II was pro-cyclical. Risk-weighted assets had a 'loss history' element that tend to push RWA up and lower capital ratio in times of distress, deepening the recession. This additional buffer capital was meant for the global banking system to have a lower minimum capital requirement in times of distress, when BIS deems it necessary. These official rules are a non-event. The more interesting rules to watch out for are 1) the liquidity ratio requirement 2) the buffer capital required for critical/too-big-to-fail banks and the definition of who is " critical" . Nobody wants to be handicapped by further capital requirements because they are big.
What you should do? No change to our OW position and top pick DBS. The news should do nothing to dampen banks' share price. Singapore banks are cheap both relative to their own historical valuation bands and vs. other Index sectors in SG.
DBS - Technical BUY Prices have been trading sideways since DBS hit a high of S$15.80 in January 2010. This long term sideways movement appears to be a huge triangle pattern and this allows prices a chance to push on to new highs in the coming weeks. The MACD has just reconfirmed its golden cross, supporting the triangle view. Both its indicators are still in neutral zone. Aggressive traders may opt to go long with a stop placed below the S$13.98 key support levels. If prices can hold above this support then, it increases the odds for a bullish breakout above the triangle resistance S$14.98-15.05 in the weeks ahead. Taking out this resistance is bullish for the stock, targeting S$15.80 and S$16.50 next. Anything below the key support would mean that another consolidation pattern is taking place.

I was having coffee with one of my mates and he was giving me stories on Ezra and how it ran up so fast within a short period of time and how he made a fortune. That inspired me to check out the operation and do an analysis on it. Let's forget what happened in November and let's start studying the operation from December onwards. Accumulation took place early Dec for almost 11 days, see the circled area. The were many clues that this was accumulation and not distribution. Since it accumulated for 11 days, one should expect the rally to be strong and sustain. On Dec 15th, it finally broke out of the accumulation range and starting to charge forward. Something unusual happened on this day, the volume was very high. It doesn't looked like real buying but instead selling. However, do take into account that since there was heavy accumulation, big operators wouldn't be unloading so fast and let the stock fall. Instead, they were first taking some profits, validating how much supply was left and buy as much as possible for the next few up move. And so the market retraced a little and they started more buying. So Ezra went further up and the public started coming in. This time round, the stock was on its highway for further prices because it broke the previous resistance with strength. It went into validating and absorption mode for the next 4 days before ending where it is today at a close of $1.82. Manifesting at the whole operation, Ezra's upmove has not ended yet. It will dip tomorrow (31/12/2010) and continue it's rally towards the 1.84-1.88 range. The risk and reward is not there for now because there is only 3-6 cents more to go. I wouldn't short this counter too because i had not seen any real selling or huge profits taken by the big operators. Once it happened, I will then decide. As for why i say that this stock is erratic? Look at the unusual price movement, there are time bombs everywhere. The moment you are caught at the wrong price, it's hard for you to get out. You will be psychology stressed and mentally strained. To punt this stock, you would need to study the operation prudently, practice good money and risk management so that you won't be slaughtered for nothing. Ronald K

Price action is still being rejected by 15dMA.
It still looks weak and my take is that there will be more downside till 1.335.
Its good to err on side of caution.
My broker failed to convince me to get it on 7June. Price was 1.53 then. Stuck to my views and turned out I was right.
This is just my opinion that it has not broken its downtrend as yet.

HPH Trust - Selling is Over!
I was baffled by HPH Trust recent down trend and it's selling campaign. It's price action is weaker than the STI index, where if STI had an up day, it trended lower or doesn't move much at all. I don't know the exact real story behind the scenes, but I do know chart don't lie and it tells the real campaign of what the big players are trying to accomplish. Looking at the closing price and the action for the past few days, I believe that the selling campaign for HPH might be over. One should look to long for a breakout. There is no better time to buy HPH than today as I believe 0.78 is the low. If you missed the boat today, tomorrow is still a good day to long this stock. The risk and reward ratio justify the risk for a position to be taken.  Ronald K

KUALA LUMPUR (Dow Jones)--The U.K. unit of hotel and theme park operator Genting Malaysia Bhd. has secured a casino license in Birmingham, England, the BBC reported Tuesday.
The company''s proposed casino and leisure project in the area still requires planning permission, the BBC reported, citing Solihull Council.
" Members of the licensing committee considered this application very carefully," Councillor Andy Mackiewicz, chairman of the council''s licensing committee, was quoted as saying in the report.
In addition to the casino, a hotel, spa, multi-screen cinema, conference and banqueting centre and designer shopping outlets have also been proposed at the site, the report said.
Genting Malaysia wasn''t immediately available for comment.

Raffles Edu have been falling since start of year, hitting a low of 0.445 recently. With some indicators turning up from oversold position and increase in vol at the low, look like its may have bottom at 0.445 for now.
Look to long at current level 0.48-0.485 for target of 0.575. Cut if closed below 0.47.

Tougher capital rules for banks

SINGAPORE
Basel III is the new global regulatory standard on bank capital adequacy and liquidity agreed by the members of the Basel Committee on Banking Supervision in the wake of the 2008/2009 financial crisis.
Singapore has set its capital adequacy requirements (CAR) two percentage points above what is required by Basel III. The MAS will require Singapore-incorporated banks to meet a minimum Common Equity Tier 1 (CET1) CAR of 6.5 per cent. Meanwhile, Tier 1 CAR will be increased to 8 per cent from 6 per cent. The total CAR will remain unchanged at 10 per cent. These compare with the Basel IIIBloomberg, based on figures compiled by the financial news and data services provider. DBS and UOB were ranked fifth and sixth, respectively.

Oversea-Chinese Banking Corp (OCBC), United Overseas Bank (UOB), DBS and Citi Singapore fall under the new rules and the MAS wants them to meet its higher minimum requirements by 2015. The lenders are already believed to meet the new Basel III standards.
Explaining the move, Mr Lim Hng Kiang, Minister for Trade and Industry and deputy chairman of MAS, said that each of the local banks was systematically important to Singapore, as they collectively accounted for more than half of the total non-bank resident deposits and loans in Singapore.
As such, higher capital levels are required to strengthen their ability to absorb unexpected losses effectively in a crisis.
“Capital requirements that are significantly above Basel III will not result in a large reduction in economic output but would be beneficial in reducing the likelihood and cost of a crisis,” Mr Lim said last night at the 38th Association of Banks in Singapore (ABS) annual dinner.
Banks that are well-capitalised, prudently regulated, and located in stable financial centres such as Singapore, present an attractive value proposition to depositors and investors, the MAS said.
OCBC CEO David Conner said: “We expect to be able to meet [bUt nOt  a gUArAntee ?]CAR requirements comfortably without having to raise any additional equity, undertake any rights issue, cut any dividends, or change our strategic plans.”  the MAS revised

SingTel CEO Chua paid s$4.5 million
SINGAPORE
The amount, which included a fatter bonus of S$2.95 million, is higher than S$4.15 million she earned the year before.
The pay rise comes amid 7 per cent revenue growth to S$18.07 billion, although SingTel earned a net profit of S$3.83 billion that was 2 per cent lower than in the previous year.
Besides Ms Chua, most of SingTel’s top echelon also received pay rises.
Mr Allen Lew, SingTel’s Singapore CEO, earned S$3.19 million, up from S$2.88 million the year before. Mr Paul O’Sullivan, CEO of Australian subsidiary Optus, received S$3.95 million, up from S$3.48 million.
Optus, Australia’s No 2 telco after Telstra, posted a 15-per-cent growth in net profit to A$776 million (S$1 billion) for the year ended March 31. The higher profit came on the back of a 3.7-per-cent rise in revenue to A$9.28 billion.

In the annual report, SingTel chairman Chumpol NaLamlieng said the group crossed the 400 million mobile customer mark, with the inclusion of Bharti’s African operations.
Meanwhile, Ms Chua said in the annual report that SingTel is “at the crossroads of industry changes”.
“Industry value is shifting towards mobile devices, content, applications and services while prices and margins of traditional access services are declining,” said Ms Chua.
To counter this trend, the company needs to “creatively manage the returns from our access business to afford continual investments in our mobile and data networks”, she said. — Singapore Telecommunications (SingTel) — the largest listed company in the country — paid its group chief executive Chua Sock Koong S$4.5 million for the financial year ended March 31, according to its annual report released yesterday.
