COLOMBO, Sri Lanka — Sri Lanka's parliament on Wednesday passed legislation to legalize betting and gambling, saying the move would help to attract tourists following the end of the decades-long civil war on the island.

Casinos and betting operations have to obtain a license, which will come into effect as of 2012 or face fines of up to $45,000 or a jail term of up to five years.

Designated zones for gambling are to be set up, the government said.

The opposition United National Party, objected to the new law, saying it would encourage other vices such as prostitution.

"The government is trying to legalize an illegal activity," UNP lawmaker Joseph Michael Perera said."Prostitution is legal in some countries so is the government going to legalize prostitution as well?"

The government defended its move, arguing the laws only legalize activities, such as gambling and betting on horse races, that are already taking place in the country.

"The casinos will help to attract more foreign tourists to the country," Deputy Finance Minister Sarath Amunugama said.

Sri Lanka passes law to legalise gambling

Sri Lanka’s parliament passed a law to legalize gambling, despite strong criticism from opposition lawmakers who charged it would increase prostitution in the conservative Buddhist nation. Lawmakers approved the legislation yesterday empowering President Mahinda Rajapakse, who also acts as the minister of finance, to grant licences to set up betting establishments in specified areas.

Casinos and horse racing bookies have been operating ion Sri Lanka for decades, exploiting loopholes in the law to evade an official ban on gambling.

Deputy finance minister Sarath Amunugama said the new law would regulate gambling and harness its potential to boost tourism, which has soared since May last year after the end to the island’s ethnic civil war. Amunugama said the government had identified Singaporean businesses to set up gambling operations in the island. He did not name the companies.

This is positive for Genting Hong Kong , which in mid-year bought 5.9% and 20% stakes in in Union Bank of Colombo. GENHK's stake was bought at HK$15.44m. As previously assessed, these acquisitions were a prelude to the Genting Group ultimately getting into the gaming market in Sri Lanka, if eventually legalised.
