S& P downgraded the outlook for the United States to negative, saying it believes there's a risk U.S. policymakers may not reach agreement on how to address the country's long-term fiscal pressures. " It is not good news, and it is not good news because to move towards austerity when the U.S. economy is not on sound footing is not a good idea," said Hugh Johnson, chief investment officer of Hugh Johnson Advisors LLC in Albany, New York. " This is going to put pressure on policy makers -- Democrats and Republicans alike -- to get their act together. And I'm not sure the timing of getting their act together is that good." The Dow Jones industrial average dropped 177.02 points, or 1.43 percent, to 12,164.81. The Standard & Poor's 500 Index lost 17.94 points, or 1.36 percent, to 1,301.74. The Nasdaq Composite Index fell 40.77 points, or 1.47 percent, to 2,723.88. The CBOE volatility index, better known as Wall Street's fear gauge, surged nearly 20 percent, its largest percentage jump since March 16. The move by the ratings agency came after China's decision to raise banks' required reserves for the fourth time this year on Sunday, stepping up efforts to fight high inflation. The move by China hurt commodities, sending copper prices lower. Miner Freeport-McMoran Copper & Gold Inc fell 0.6 percent to $50.85. Further adding to global concerns, Athens reiterated it has no plans to restructure its government debt, a move its central bank chief said would be catastrophic, but markets speculated that some form of debt rescheduling was likely. Citigroup Inc's stock advanced 0.2 percent to $4.43 after first-quarter profit fell 32 percent. Citi's bond trading revenue plunged and operating expenses jumped. Miner Freeport-McMoran Copper & Gold Inc fell 0.7 percent to $50.81 in premarket. " China is the real driver why we are seeing the futures down, and that is backed up by the fact that you are seeing a selloff in a lot of commodities," said Peter Jankovskis, co-chief investment officer at OakBrook Investments LLC in Lisle, Illinois. " That is what is driving the commodity boom ... how quickly they are growing and feeding that. People have an expectation that will continue, and anything that is out there suggesting it will slow down gets them nervous." S& P 500 futures fell 7.7 points and were below fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures fell 66 points and Nasdaq 100 futures fell 13.25 points. Healthcare stocks will be in the spotlight after Swiss medical device maker Synthes confirmed it is in merger talks with Johnson & Johnson. Chinese money rates rise after expected bank reserve hike

* But liquidity still loose * IRS remain largely unchanged By Emma Ashburn SHANGHAI, April 18 (Reuters) - Chinese benchmark short-term money market rates rose on Monday after the central bank raised banks' required reserve ratio, but the rise was contained as traders largely took the policy tightening step in stride. The People's Bank of China (PBOC) on Sunday raised banks' required reserve ratio (RRR) 50 basis points for the seventh time since the current tightening cycle began last October, requiring large banks to hold a record 20.5 percent of their deposits with the central bank. [ID:nL3E7FH05Y] " There wasn't a big change today in the liquidity situation, because the increase in banks' reserve ratios was within market expectations," said a trader at a state-owned commercial bank in Beijing. The increase in the amount of money banks must hold at the central bank will lock up approximately 360 billion yuan ($55.1 billion) that banks otherwise could have lent out when the requirement goes into effect on April 21. Liquidity will likely be slightly tighter then, traders said. That amount is still less, however, than the almost 450 billion yuan worth of central bank bills and repos due to mature this week and next. PBOC governor Zhou Xiaochuan said over the weekend that there was no upper limit for reserve ratios. [ID:nL3E7FG019] Traders saw this as an " oral threat," according to one trader at a state-owned commercial bank in Beijing. " I think the PBOC will be more focused on open market operations in the coming 2-3 weeks," the trader said. " RRR is inelastic, so it's difficult for the PBOC to lower it if the market over-reacts." Although open market operations give the PBOC flexibility, the rate the PBOC pays on reserves is 1.6 percent, lower than the 2.9 percent on three-month bills and 3.3 percent on one-year bills, so it more or less acts like a penalty to banks, traders said. The PBOC has a " clear preference" to use rises in required reserve ratio as they also send a stronger tightening signal, Goldman Sachs analysts wrote in a research note on Monday. The weighted average seven-day bond repurchase rate , the main barometer of short-term liquidity supply, rose 33.6 basis points to close at 2.6983 percent from 2.3622 percent at Friday's close. The overnight repo closed up 4.3 basis points at 1.7725 percent, while the three-month repo rose 13.8 basis points to 4.0795 percent. Interest rate swaps were largely unchanged. The benchmark five-year IRS was up 2 basis points at 4.05 percent in the afternoon. The longest 10-year IRS fell one basis point to 4.31 percent, while the one-year IRS rose 3 basis points to 3.35 percent. In a briefing ahead of the Shanghai Auto Show, which launches on Tuesday, GM China chief Kevin Wale said GM planned to introduce around 60 new and upgraded models in China over the next five years, around 12 of them being Buicks and 15 Chevrolets. The 2015 target, which includes light vehicles, would be up from 2.35 million units sold by GM in China in 2010. In the previous two years, GM more than doubled its volume in China. " We've set aggressive goals with our five-year plan. We are confident that we will achieve every one of our goals," Wale told reporters. GM is looking to tap a market that it expects to continue to grow strongly, even though it might slow from last year, when the vehicle market expanded by a third. It and its rivals are rolling out new models for the Chinese market, seeking to gain a foothold particularly in the smaller cities where much of the growth is expected to come over the next five years. HK shares dip on fund outflow fears, China edges higher

In the past week, the Hang Seng has seen its rally from the year-lows following the Japan quake in March stall as authorities raised concerns over excessive credit growth, prompting caution amongst market players. The index, up 6.9 percent in the past month, fell 0.7 percent on Monday, with turnover on the Hong Kong stock exchange barely crossing HK$70 billion, the lowest this month. Cyclicals such as energy and materials - sectors most closely tied to economic activity - were amongst the biggest losers on the day, extending their weak run from last week. Iron ore producer Citic Pacific fell 3.1 percent, the top loser on the Hang Seng, while Petrochina , China's top oil producer, fell 2 percent. Property plays, key beneficiaries of asset-price inflation in Hong Kong, also lagged with the sector seeing the biggest build up in short interest by midday, according to data from the exchange. Bellwether Sun Hung Kai Properties fell 1.7 percent. " We've had more than two years of strong growth, negative real interest rates, rising inflation and huge capital inflows. What's not to like, as they say?" said Colin Bradbury, chief Asia strategist at Daiwa Capital Markets in Hong Kong. " However, all good things must come to an end," said Bradbury, adding that a combination of deteriorating liquidity and a slowing economy did not present " a promising set of circumstances for equity investors." Any downside in the near-term is likely to be capped by the fact that valuations, on a price-to-earnings basis, still remain attractive compared with historical values. According to Thomson Reuters data, forward multiples for the Hang Seng are currently at 11.6 times compared with an average of 14 times over the past decade. CHINA EDGES UP China's main stock index closed up 0.2 percent on Monday, underpinned by ample availibility of cash in the financial system even though the central bank raised bank reserve requirement ratios over the weekend. The benchmark Shanghai Composite Index finished up at 3,057.3 points, a new 5-month high, extending last week's rise of 0.3 percent. China on Sunday raised banks' required reserves for the fourth time this year, continuing the fight against excessive liquidity and stubbornly high inflation in the world's second-largest economy. Wall St rises on economic data but minefields loom

By Rodrigo Campos NEW YORK, April 15 (Reuters) - Encouraging economic indicators sent U.S. stocks higher on Friday, but the market's recent struggles are set to continue into next week when more than one-fifth of S& P 500 companies report results. The S& P 500 fell for a second straight week, and some in the market pointed to strong resistance building around 1,340. The daily chart shows a bearish double top near that level. In another worrisome sign, investors again favored defensive stocks, which tend to do better in times of waning growth. Utilities and healthcare were the S& P 500's top-performing sectors. Disappointing results from Google and Infosys weighed on technology shares, while financials were pressured by Bank of America's results. " Even while some of the earnings (were not) exactly what the market hoped for, the macro economic data was actually pretty good this morning," said Paul Zemsky, head of asset allocation at ING in New York. Consumer price inflation remained contained in March while industrial production increased. A separate survey showed improvement in consumer sentiment in April. Investors have been concerned that higher energy and food costs would slow consumer spending, while at the same time force the Federal Reserve to tighten its very loose monetary policy earlier that anticipated. The Dow Jones industrial average gained 56.68 points, or 0.46 percent, to 12,341.83. The Standard & Poor's 500 Index rose 5.16 points, or 0.39 percent, to 1,319.68. The Nasdaq Composite Index added 4.43 points, or 0.16 percent, to 2,764.65. For the week, the Dow fell 0.3 percent while the S& P 500 and the Nasdaq each lost 0.6 percent. The CBOE Volatility Index or VIX dropped 5.8 percent to close at 15.82, its lowest level since July 2007. The first week of earnings has been a mixed bag, with some bellwether companies unable to excite the market despite some cases of stronger-than-expected profits. Investors have been disappointed with companies' revenues or outlooks. " If this theme of discouraging reports continues, I'll become more bearish on the season," said Randall Warren, chief investment officer of Warren Financial Service in Exton, Pennsylvania. " But right now, it could go either way, and it looks like the market wants to go up." Bank of America Corp reported a steeper-than-expected decline of 37.5 percent in profit and named a new chief financial officer. The stock fell 2.4 percent to $12.82 and was the Dow's bigger percentage loser. Google Inc unnerved investors late on Thursday with a large jump in first-quarter spending. The Internet company also reported an adjusted profit slightly under expectations. Its stock sank 8.3 percent to $530.70. Also hurting technology stocks, Infosys Technologies Ltd, India's No. 2 software services exporter, sparked worries about the sector's growth after it forecast annual sales lower than expected on slower client spending. Its U.S.-traded shares fell 13.4 percent to $63.21. Information technology was the sole S& P sector to fall. The IT sector's index fell 0.4 percent. Charles Schwab Corp reported first-quarter earnings that beat expectations by a penny. The broker also said clients had reduced the percentage of their cash assets held in Schwab to pre-crisis levels. The stock rose 2.1 percent to $18.61. Bond insurer Assured Guaranty Ltd surged 24.2 percent to $17.60 on heavy volume after the company announced an agreement with Bank of America on mortgage repurchase claims. Among other companies in the sector, MBIA Inc climbed 17.4 percent to $10.48, also on heavy volume. About 7.1 billion shares traded on the New York Stock Exchange, NYSE Amex and Nasdaq, below last year's estimated daily average of 8.47 billion. Advancing stocks outnumbered declining ones on the NYSE by a ratio of more than 2 to 1, while on the Nasdaq, more than nine stocks rose for every five that fell. There is no free lunch in this world, especially in money market. Just think sembmar offer historic 31 cents dividends will do attract many bees, but the payout could impose stepping into a land mine. The pay date is on may 11 and record date is 27 april 11(if I'm right). For the whole april, sembmar has not announce any new contract. If all the bad odds happen, I think buy at $5.30 would be an safe haven call. Keppelcorp may benefit more on escalating high oil price than sembmar becos keppelcorp is known as world number 1.

Copper and corn went the opposite way, though for similar reasons. Copper futures in New York settled down more than half a percent on worries that high inflation in China would lead to monetary tightening that would erode demand for the metal in its biggest market. Corn futures in Chicago fell 1 percent, posting their first weekly loss in five weeks, hit by another downbeat outlook from Goldman Sachs. " The big elephant in the room is Goldman and ... it appears Goldman has lost their bull flavor," said Don Roose, grains analyst at U.S. Commodities in Des Moines, Iowa. The 19-commodity Reuters-Jefferies CRB index finished up 0.6 percent, boosted by gold, oil and markets such as coffee and cocoa. But the CRB closed the week down, snapping three straight weeks of gains. A study of the index's weekly chart showed it was weighed down by Tuesday's plunge in oil prices, which took the CRB down to its biggest one-day loss in a month. The spot price of gold, which reflects trading in bullion, hit a record high of $1,488.61 an ounce before hovering above $1,486 in New York late on Friday -- versus late Thursday's $1,472.90. In futures trading, the benchmark gold contract for June hit an all-time peak at $1,489.10 and settled at $1,486, up 1 percent on the day. Gold shot up after data showing higher U.S. consumer prices in March due to costlier food and gasoline. More U.S. economic data -- including housing starts, sales of previously-owned homes and initial jobless claims -- are expected to influence next week's trade. In oil, U.S. crude futures in New York rose $1.55 to settle at $109.66 a barrel, the third straight day of gains. The contract was off 2.8 percent for the week, however. London's Brent crude rose $1.45 to settle at $123.45. Goldman Sachs' caution that oil prices appear to have outpaced fundamentals -- and worry over the impact of rising fuel costs on economic recovery -- knocked crude off 32-month highs this week. Oil had risen around 30 percent this year on expectations that Libya's civil war would lead to prolonged disruption of oil supply from the OPEC member. Goldman had been bullish on commodities from last summer through the winter, buying everything from crude oil to corn. But the influential banking and securities firm turned bearish this week, issuing multiple cautions over high commodity prices. On Friday, Goldman recommended investors underweight commodities over a three- to six-month horizon, saying oil prices were higher than justified by supply-demand.
