WASHINGTON (Reuters) - Here is what is happening on Sunday as lawmakers and the White House race to broker a deal to raise the country's $14.3 trillion borrowing cap by Tuesday's deadline and avoid defaulting on obligations. * The Treasury must decide whether to unveil its post-August 2 plans before Asian markets open around 5 p.m. EDT/2100 GMT. The plans would detail how the government will pay its bills if Congress does not raise the debt limit on time. * The top Republican in the Senate, Mitch McConnell, and Democratic Senator Charles Schumer talk about the debt ceiling negotiations on CNN's State of the Union program at 9 a.m. EDT/1300 GMT. * National Economic Council Director Gene Sperling the main Republican vote counter in the House, Kevin McCarthy the No. 2 Democrat in the Senate, Dick Durbin Assistant Senate Republican Minority Leader Jon Kyl talk about the debt negotiations on Fox News Sunday at 9 a.m. EDT/1300 GMT. * IMF Managing Director Christine Lagarde discusses the debt ceiling on CNN's GPS program at 10 a.m EDT/1400 GMT. * White House senior adviser David Plouffe speaks on ABC's This Week television program at 10 a.m. EDT/1400 GMT. * Senate Democratic leader Harry Reid delayed a procedural vote on the Democrats' debt limit proposal until 1 p.m. EDT/1700 GMT on Sunday to give top Democrats, Republicans and the White House more time to work out a bipartisan plan. The Senate had been scheduled to vote at 1 a.m. EDT/0500 GMT on Sunday on the legislation that could have been scuttled by Republicans. If a deal between congressional leaders and the White House is reached, the Senate and House of Representatives would gear up for passage by briefing their rank-and-file members, lobby for their support and put the agreement into legislative language that potentially could be enacted by Tuesday.

http://www.reuters.com/article/2011/07/31/us-usa-debt-idUSTRE7646S620110731 Reid pushed forward by 12 hours a planned test vote today on his pending measure to raise the $14.3 debt ceiling and cut government spending. The planned 1 a.m. vote was rescheduled for 1 p.m. at the Capitol. Earlier Mitch McConnell, the Senate Minority leader, said he was “more optimistic” and that negotiators have “got a chance of getting there.” (Reuters) - Negotiations on a deal to raise the debt limit still had a way to go, Senate (Republican) Majority Leader Harry Reid said, postponing until later on Sunday a test vote on a Democratic deficit reduction bill. Getting that deal in place before Asian markets open by about 5 p.m. EDT Sunday would provide nervous investors some reassurance. But the timeframe looked very tight. http://www.bloomberg.com/news/2011-07-31/senate-postpones-vote-on-reid-debt-limit-plan-as-lawmakers-continue-talks.html White House, Republicans Reach Tentative Debt DealPresident Barack Obama (democrats)  said Republicans and Democrats are in “rough agreement” on their plans to raise the nation’s debt limit with just four days before a threatened U.S. default and the time for compromise is “now.” teeth53 thot: Meanwhile - Suddenly in capitol hill. fanatic and all is  negotiable liao. |

WASHINGTON (KABC) -- Top White House and Senate GOP sources say there is no tentative debt deal between the two to avoid a government default threatened for early next week, according to ABC News. According to a source familiar with the negotiations, what was believed to be a tentative deal would have included a debt ceiling increase of up to $2.8 trillion and spending cuts of about $1 trillion. Sources said that was one of many being considered. The deal may not please congressional Democrats or tea partiers.

May be too early to buy yet....     Like what is said in that passage, there's still " distance to go"               (an aviation term). Thus, most probably it can mean there's                           ample opportunity to sell at juicy peaks before the                                   eventual inevitable collapse happens...

Tentative Deal is Said Reached on Raising U.S. Debt Ceiling July 30 (Bloomberg) -- The White House and congressional Republicans have found the framework of an agreement to increase the nation’s debt ceiling that would raise borrowing authority through the next presidential election, a person familiar with the talks said. The tentative deal includes spending cuts of $1 trillion and would create a special committee to recommend additional savings of up to $1.8 trillion. The new panel must act before the Thanksgiving congressional recess or government programs including Defense and Medicare would face automatic, across-the- board cuts. House to Vote on Debt Bill That Obama, Senate Oppose A Democrat official familiar with the talks cautioned that no final agreement has been signed off on by those involved in the negotiations.

WASHINGTON (KABC) -- ABC News has learned that Republicans and the White House have reached a tentative deal to avoid a government default threatened for early next week.
According to a source familiar with the negotiations, the deal includes a debt ceiling increase of up to $2.8 trillion and spending cuts of about $1 trillion.
A special committee would recommend those cuts before Thanksgiving recess. If Congress does not approve those cuts by late December, automatic across-the-board cuts go into effect, including cuts to defense and Medicare.
The deal may not please congressional Democrats or tea partiers.
Earlier Saturday, after weeks of intense partisanship, the White House and congressional leaders made a desperate, last-minute stab at compromise.
"There are many elements to be finalized...there is still a distance to go," Majority Leader Harry Reid cautioned in dramatic late-night remarks on the Senate floor.
Still, his disclosure that "talks are going on at the White House now," coupled with his announcement that progress had been made, offered the strongest indication yet that an economy-crippling default might be averted.
