Because:   whichever party gives in now, that particular party (deemed as loser of the negotiation)  has no bargaining power in the future.  Public will start to  expect it  to give in every time when there is a deadlock. Also the party which back down now will shoulder all the blame for many civil servants who lost their job! Thus despite knowing the danger** of US default and do not want it to happened, both had got no choice but to seek a last minute compromised deal.   **If US  were to default, every country in the world would  turn to hold other currencies (most likely  RMB)  in their currency reserve instead. US will then lose most of  its power and status currently enjoyed for being the world's bank. One such benefit include getting free goods and services.
