Judging from lesser vessel delivery and lower new order,  don't think STX can or will  propose  $0.10 dividend  and raid into  their cash deserve (which has deceased by 30+% from  its peak after giving away $0.23 in 2012. Hope I am wrong, but ship building result is usually predictable based on order book and deliveries, am thinking the result should be within the $0.19 EPS range for full year.
