Only if the number of shares the same for both companies.   Blumont market cap rought $3bn now, so 10% $3bn = $300m . 5bn shares in Ipco = 6c value of Blumont assuming no loans pledged for the Blumont stake. + Inno + China gas assets, + US land + electronics business + $50m cash in the bank.
