Shares of Genting Hong Kong fell as much as 5.6 percent after the company reported poorer-than-expected earnings and UOB Kay Hian downgraded the gaming company to 'sell' from 'buy'. By 0325 GMT, Genting Hong Kong shares were down 4.2 percent at $0.345, having gained 30.2 percent so far this year. Genting Hong Kong, which also owns cruise ships, posted a 37 percent fall in its half year net profit to $38 million compared to a year earlier. UOB cut its target price for Genting Hong Kong to $0.32 from $0.38, on lower-than-expected earnings from its Asian cruise ship fleet due to lower occupancy rates and sharply smaller margins at its Philippine casino Resorts World Manila. DJ MARKET TALK: Genting Hong Kong +4.2% Ahead Of Earnings Results

0435 GMT [Dow Jones] Genting Hong Kong (S21.SG) rallies 4.2% to US$0.375 in strong volume, totting up a more than 17% month-to-date gain. An analyst says it's due to recent data highlighting strong visitation at the Philippine casino in the second quarter despite tensions in the South China Sea. He also notes GENHK's results are due Monday. Last week, Alliance Global's (AGI.PH) earnings showed its Travellers International unit, which operates GENHK's Resorts World Manila, posted 1H12 revenue of PHP15.4 billion, up 24% on-year, with gaming and hotel revenue up 26% on-year. In an Aug. 16 report, Citigroup says GENHK is its top pick in the Philippine gaming sector, initiating it at Buy with US$0.44 target. (leslie.shaffer@dowjones.com)

Taiwan's draft Gaming Act On 6 July the Travel & Tourism committee hosted a luncheon on the topic: From military front line to tourist haven - Transforming Kinmen from a military stronghold into a gaming hotspot. The luncheon featured guest speakers, Professor Paul Hsu, Chairman and CEO, PHYCOS International Co., Ltd. & Dr George Lin, Gaming Law Executive Deputy Director & Managing Partner of Lin & Partners. Lin & Partners won the bid to draft the Gaming Act, a basic gaming law for Taiwan, which will need to be passed by the legislature. The draft law has adopted many aspects of Singapore’s gaming laws.   •      Article 1 of the Gaming Act provides that all casinos that will be located on Taiwan’s offshore islands and must be part of an integrated tourist resort zone. According to the definition of an integrated tourist resort zone, it must include an international tourist hotel, a tourist attraction, an international convention and exhibition facility, a shopping centre and any other service facility related to the promotion of tourism (such as a theme park, which is optional).   •      It took Singapore five years from government approval of the concept until the launch of casino operations. Taiwan is expected to follow a similar process and thus take about as long. •      The Gaming Act is expected to be passed this year or in 2012. Also during the next two years, referendums on whether or not to allow casinos to be developed will be held on the respective offshore islands. Should the referendums pass, in 2013 the location and number of casinos will be determined, which will then require application and approval of establishment permits before construction can begin. Each casino will then need to apply for gaming licences before operations can commence, which is expected in 2016. •      The Gaming Law gives the regulator great latitude in conducting suitability reviews of potential casino operators. The review process has drawn on experience from the state of Nevada in the United States. Areas of concern to reviewers will be ownership structure, legal compliance and corporate governance, reputation and track records, criminal records, anti-money laundering measures and responsible gaming programmes. •      Casino operator applicants will be required to 1) Provide all relevant information upon the request of the authority 2) Pay fees incurred during the suitability review and 3) Engage attorneys and auditors to issue opinions and hold review hearings. Besides reviewing operators, senior employees will also be subject to reviews. •      The act does not mandate a specific number of gaming licenses to be issued. This is an issue that will be evaluated and determined by the authority but the location of casinos will be limited to offshore islands. •      The government and local authorities stand to gain from taxes and fees from gambling operations although exact rates have yet to be finalized. Lin & Partners is recommending that, owing to the somewhat limited infrastructure in place and in order to make Taiwan’s offshore islands attractive to casino operators, taxes should be lower than in rival markets. •      The authority will regulate many aspects of what games are played and what and how gaming equipment will be used. Gaming equipment must comply with the authority’s technical standards and manufacturers and suppliers of gaming equipment will need to obtain licenses before manufacturing or importing gaming machines. •      The authority may limit the categories of games that may be played in a casino and the rules for all games within a casino must be approved by the authority. •      In order to prevent unqualified persons from controlling or affecting casino operators and adversely impacting the whole gaming industry, gaming laws in other countries all require employees of a casino to be licensed. The background, qualifications, professional capacity and suitability of applicants will be closely reviewed before issuing a license. •      Continued reviews and supervision will be conducted after issuing a license to ensure honest gaming activities and to prevent crime and bribery. •      Employees or affiliates of casino operators will not be able to engage in gaming within the casino where they are employed except in the course of their duties. •      There will be an exclusion order mechanism overseen by the authority’s reviewing committee. This will allow casinos to prevent excluded persons from entering casinos. People could be excluded because of gambling addictions (applications can be filed by the addict him/herself, family members or even third parties such as creditors) or if they are on a black list for criminal activity such as fraud or money laundering. •      To prevent conflicts of interest, casino operators will not be allowed to own more than 5% of another casino operator, according to the draft act.   •      Besides the Gaming Act, casinos will of course also be subject to all other Taiwanese laws in place such as money laundering laws and consumer protection laws. For example, civil servants are currently prohibited from gambling under Article 5 of Civil Servant Service Act. |

Taiwan renews bid for casinos with gambling bill. Just came out from Channelnews asia. TAIPEI: Taiwan completed a draft gambling bill on Monday in a fresh attempt to bring casinos to the island, which is split between those who are perturbed by the betting industry's drawbacks and others who want jobs. A referendum in 2009 saw one of Taiwan's outlying islands reject plans for a casino, but it has not deterred similar attempts being made. Officials said the ministry of transportation and communication has completed a draft of the bill and is scheduled to submit it to parliament for approval in September. Matsu and Kinmen, two Taiwan-controlled island groups off China's southeastern Fujian province, want to open casinos. " Casinos are more than gambling," Yang Suei-sheng, a top official from Matsu county's government, told AFP. " It is an industry which can generate investment and lots of jobs," he said, estimating that the business could bring in more than T$10 billion (US$345 million) in investment and tourist income, mostly from China. Tens of thousands of Chinese tourists visit Matsu and Kinmen each year. Yang admitted that a casino could have negative consequences as claimed by opponents but said he believed they could be offset and in any case Matsu residents will have the final say during a referendum later this year. The island government pushed through a controversial bill in parliament in January 2009 to lift a decades-long ban on casinos, allowing offshore islands to build them only if approved by local residents in a referendum. |

It can, therefore, be termed a " battlefield island," and it possesses unique battlefield scenery. But Kinmen is more it also contains numerous traces of history, and the government has designated 21 historic sites within its small area. It also has large numbers of houses built in the traditional southern Fujianese three-sided courtyard style, giving it a rich atmosphere of times past. 【 Matzu (Matsu)】 Situated in the northeast corner of the Taiwan Straits and separated from China by only a narrow strip of water, Matzu (Matsu), like Kinmen to the south, is also made up largely of granite. Its scenery consists of sea-eroded terrain, natural sand and pebble beaches, sand dunes, precipitous cliffs, and other scenic features. In addition to its beautiful jagged coastline and the migratory birds that pass through and provide precious ecological resources, Matzu (Matsu) also offers traditional eastern Fujian villages built on mountainsides as well as defensive fortifications built by the military. If can get one of these two place is as good as Macau already. |

Mr Watson said that the cruise industry also contributes to the economy in a broader sense as “it represents a very important part of many other businesses like shipyards and vendors that provide provisions for us throughout the industry”. |
