This is MARKET HARRASSMENT of Consumers & Investors Devil in the detail The questions now are whether the proposed solution will work, and whether it introduces new distortions or problems. All new exclusive content obtained by an operator must be offered to other operators, and the other operators must carry such exclusive content offered. This has interesting and unclear repercussions. First and foremost, exclusive carriage agreements will probably become less common. It would now make more sense for an operator to insist on non-exclusive arrangements, and differentiate itself through innovative content packaging. Genuine increased differentiation will enhance consumer choice, which would be a positive outcome. MDA has said it will work with the industry on the details, and that is where the devil lies. Given that SingTel and StarHub use their respective networks to deliver other services (such as broadband) besides pay-TV, how will they ensure that their networks have sufficient bandwidth to cater for all these services, the increase in highdefinition content, and also other operators’ exclusive content? How will exclusive pay-perview content be shared and billed? It is also as yet unclear how content owners will respond. For instance, what if content owners insist on exclusive arrangements, and the operators decline to pay the higher costs associated with exclusivity and forego the content? How will MDA respond to this? The move to have all exclusive content carried by all operators was perhaps unexpected by most observers. Perhaps, a less intrusive approach could have been to require only certain MDA-designated “critical content”, such as EPL rights, be made available to all players, which would be similar to the concept of “essential facilities” in the telco world. But that opens the Pandora’s box: What is “criticalcontent” besides EPL? The pay-TV market has still not stabilised. This change will result in even greater flux. M1’s enthusiastic reception suggests that it is emboldened to enter the pay-TV market, and thinks its abilityto present a viable triple-play offering has been strengthened. But first and foremost, let’s hope that Fifa takes its cue from the Government and recognises that SingTel’s bid for the EPL rights was not sustainable, and hence the asking price for the World Cup rights ought to be reduced. Malaysi a’s GST Sales tax delayed indefinitely KUALA LUMPUR Prime Minister Najib Razak’s administration had previously planned to debate legislation in Parliament later this month to impose the tax by 2011 in an effort to boost revenue by about RM1 billion ($421 million) annually. The plan stirred fierce criticism from social activists and opposition parties, who insisted the tax would cause inflation to rise (ECONOMIC HARRASSMENT) and unnecessarily trouble poor and middle-class earners. Second Finance Minister Ahmad Husni Hanadzlah said on Saturday the government will indefinitely delay plans to debate the legislation until it can convince people that the tax would aid the country’s economic well-being. “It will depend on our engagement with the public and acceptance of the people on its implementation,” Mr Ahmad Husni was quoted as saying by Analysts have said the sales tax might spur public dissatisfaction against Mr Najib’s ruling coalition, the Barisan Nasional, which is expected to call for elections in the state of Sarawak sometime over the next year. “The question is which of these they want to secure — a balanced budget or an election victory,” Mr Azrul Azwar Ahmad Tajudin, Chief Economist at Bank Islam in Kuala Lumpur, was quoted as saying by Reuters.AGENC IES He added: “This is a policy flip-flop. Backpedalling will always send the wrong signals to the market and to foreign investors.” Opposition parties welcomed the delay and urged the government to completely scrap the GST plan. * HONG KONG has NO GST HARRASSMENT * They also said they will postpone a planned protest against the sales tax outside Parliament today. “This is a victory for PAS (Parti Islam SeMalaysia) and the Pakatan Rakyat, which have united to explain the ramifications of the GST to the people,” PAS vice-president Mahfuz Omar said. Mr Mahfuz and Parti Sosialis Malaysia secretary-general S Arutchelvan called for a referendum on the GST rather than just seeking public feedback. PSM has also asked the government to maintain corporate taxes at its current rates and to implement a minimum wage act to control the growing income disparity. The broad-based consumption tax is supposed to replace a narrowly-applied 10 per cent sales tax and 5 per cent services tax. It is meant to be levied on transactions at all stages of production of goods and services. The plan comes as the government seeks to cut its budget deficit and reduce reliance on income from state oil company Petronas, which contributes 40 per cent of its revenue. The budget deficit hit a more than 20-year high of 7.4 per cent of gross domestic product last year, according to government data. i've seen comments in the internet/tv for a few days now and been wondering.... whenever workplace harrassment is mentioned, it will likely be ended with "it takes two hands to clap." thus, characterizing the issue as a "privacy matter" or "character issue" (e.g. not of pure character/lack discipline). but is it really a private/character matter? yes, it does take two hands to clap; but even if only one hand is raised, wouldn't someone get hit/hurt -- possibly someone else who is not the perpetrator? the fears expressed by the victims are real (e.g. lousy assignment; breaking of contract; compensation). aftereall, who looks forward to another job hunt? who looks forward to working/bearing the ternmination notice period after offending his/her boss? who wants to file a complaint and be subjected to speculations. other workers may also be affected -- who wants to give up his/her assignment/promotion to another due to "superior's personal interest"? would you enjoy seeing your boss making a pass at your co-worker? would you want your spouse/children to work in such an environemnt? pls stop sweeping everything under the carpet with excuses. stop digging dirt for entertainment/viewerships. stop blaming those who are not the perpetrators by being overly critical of them. how many of us walk around w/ halos? is our society, inadvertently, helping the perpetrators and not giving enough support to the victims? where can people get help for this kind of problem? are these help realistic/effectiive and sufficient? "when" will there be a better time to address this issue....? |
