幸 is a verb, means " it is happy to see", something like that. Simply lucky or heng heng. 灾 is a noun, means "trouble and crisis" Disastrous, ie floods, draughts etc, ha ha, can be used in stock crisis. 乐 also is a verb, meaning is similar as 幸 Solely happiness, not close to lucky. 祸 also is a noun, meaning is similar as 灾 Accident, ie traffic accident, normally less fatal incidances. this idiom is chinese ancient idiom, it's very famous. to denote d bystanders are very pleased to see others got involved in troubles or accidences. First word original meaning is "happy", but in this whole idiom,its meaning is that "happy to see other pepople's trouble" as per matthew explanation.
