Typically, we plan for bus diversions in advance when we are aware of road closures. However, for diversions due to unplanned road closures, SMRT Bus Operations Control Centre (BOCC) will inform affected Service Leaders (SLs) on the roads through the voice communication system on board our buses. The SLs would then inform passengers on board of the diversion. Where possible, staff are also deployed to affected bus stops to inform passengers of the service diversion. Our investigations show that on July 3, the SL of Service 171 was informed by the Police to make a U-turn from Bukit Timah Road to Dunearn Road, and travel by Farrer Road due to road obstructions caused by an accident along Bukit Timah Road. As there were many diversions happening that day, the SL was unable to get through to BOCC for more information on the alternate route to take. A passenger on board the bus then approached the SL and offered advice on how to bypass the traffic jam by cutting through Namly Avenue to Sixth Avenue, in order to get back on Bukit Timah Road again. We wish to clarify that the SL involved is able to converse in English and has been advised to be proactive and seek help from other passengers when faced with a communication problem, for example, if he is unable understand the language or accent spoken. However, we agree that this situation could have been handled better. The SL has since been counselled to clearly communicate road diversions to passengers as soon as he receives information. |

Keeping a secular space URA releases guidelines on the use of commercial areas ALICIA WON G and IMELD A SAAD alicia@mediacorp.com.sg SINGAPORE For the first time, guidelines on the use of commercial spaces for religious activities were released. They give religious groups “some flexibility” to use commercial premises, while ensuring the latter remains as “secular spaces that can be enjoyed by people from all segments of society”, the Urban Redevelopment Authority (URA) and Ministry of Community Development, Youth and Sports said in a joint statement. As long as they do not cause disturbances, religious groups can use, say, auditoriums, convention centres and cinemas, in a “limited, non-exclusive” way. Posters and advertisements of the religious activity cannot be displayed in or outside the building as well. The published guidelines, which were previously URA’s “internal guiding principles”, seek to provide “greater clarity to religious organisations and building owners on what can or cannot be allowed within commercial developments”, said a URA spokesperson. In April, Deputy Prime Minister and Home Affairs Minister Wong Kan Seng cited concerns that religious groups were becoming more visible in commercial places and were becoming more assertive in evangelising. Singapore Expo and Suntec Reit, which house worship services, said they comply with the guidelines and foresee no impact on their business. Faith Community Baptist Church (FCBC) senior pastor Lawrence Khong concurred that his church complies with the guidelines. For example, a religious organisation can only use up to 10,000 square metres of a commercial venue’s gross floor area at any one time, to ensure “a single religious organisation doesn’t dominate a particular commercial development”. In total, religious activities can only take up to 20,000 sq m, or 20 per cent of the total gross floor area of a commercial development, whichever is lower. FCBC rents one hall in Expo, of about 10,000 sqm. Together with City Harvest Church, which rents another hall, they are within the 20,000 sq m limit. “Personally, I’m a little bit confounded as to the real reason behind (the guidelines),” Mr Khong said. With many churches growing, he added, “instead of waiting for a handout (such as land) from the Government ... we go and make commercial arrangements”. — If it was not clear before, the message could not have been plainer yesterday: Commercial equals secular. |

Or New Creation Church, whose business arm is partnering CapitaMalls Asia to build a $1-billion lifestyle hub in One North? The Urban Redevelopment Authority (URA) said the Civic, Cultural and Retail Complex at One North is approved as a “mixed development for civic, cultural and commercial uses”. This means the auditorium is to be operated by Rock Productions — New Creation’s business arm — on a commercial basis and to be open for rental without any restrictions. “However, non-exclusive and limited religious use can be allowed based on our guidelines,” said a URA spokeswoman. While the church declined comment, MediaCorp understands that Rock Productions is aware the complex is not zoned for religious use but as a mixed development. As for Suntec City’s deal with City Harvest, the URA spokeswoman said it was a “private matter between the two parties”. While the authority is not privy to the details of the agreement, the spokeswoman noted that Suntec City was an approved commercial development and use of the premises must adhere to this, “regardless of ownership”. A City Harvest spokesperson said it is studying the guidelines’ implications and will provide a “substantive response” at a later date.

The indictments are the first stage of a formal judicial investigation that could lead to a trial and, if convicted, both players face up to three years in jail and a fine of 45,000 euros (58,000 dollars). Ribery, who plays for German giants Bayern Munich, arrived at the offices of the investigating magistrates at the Palace of Justice in Paris in handcuffs, according to several witnesses, but he was freed without preconditions after the hearing. Ribery's lawyer Sophie Bottai expressed surprise at the charge. "The only thing that's new since the last time he was questioned is that the World Cup is over and he played badly," she told reporters, confirming that her client's 22-year-old brother-in-law had also been charged. He did not score and his performance was seen as disappointing. Benzema, 22, was not chosen for this year's French team despite playing in much of the World Cup qualifying campaign. Dehar is now 18 years and four months old. She has been questioned by police and gave a tell-all interview to the news and gossip weekly Paris Match after the scandal erupted. She described selling sexual encounters to Ribery in 2009 and to Benzema in 2008, while she was underage, and with a third French player, 30-year-old Panathinaikos winger Sidney Govou, in March, when she was an adult. Dehar has said the players did not know she was a minor. In France the general age of consent is 15 years, but in the case of prostitution a young person remains legally a minor until he or she reaches 18. Secretary of state for urban policies, Fadela Amara, said the episode set a poor example for French youth. "It is not a good image of a man to give to the youth of France," Amara said in an interview with French news channel iTele. "I am sorry to see a man like Ribery find himself in such a terrible, catastrophic situation." Adult prostitution is in itself legal in France, but pimping, solicitation and running organised vice networks are outlawed. The footballers became caught up in the investigation after detectives probing allegations of a vice ring bugged the Zaman Cafe, an expensive nightspot just off Paris's most glamorous street, the Champs Elysees. Four people -- including the owner of the club, a waiter who worked there and a man suspected of pimping call girls to celebrities and sportsmen -- have been placed under formal judicial investigation and could face trial. The club itself has been closed down by an administrative order. |

It's been a long season of embarrassment for BP, but leaking oil isn't what the blogosphere is ripping the company for today. A site called Americablog spotted a photo of BP's Houston command center, ostensibly taken on July 16. The image had quite visibly been Photoshopped — badly — to include more on-screen camera action. Once word got out — the story was picked up by the Washington Post, where it was then spotted by the tech blog Gizmodo and others — BP 'fessed up. A spokesman admitted that the image was altered, said that a photographer had inserted shots where the TV screens were blank, and provided the original image. "We've instructed our post-production team to refrain from doing this in the future," said the spokesman in an e-mail to the Washington Post. Though the command center alteration doesn't seem to be an attempt to hide facts or confuse the public, it heightens skepticism for the company at a time when it should be trying to build trust. As the Americablog reporter John Aravosis wrote, "I guess if you're doing fake crisis response, you might as well fake a photo of the crisis response center." As it happens, the command center shot isn't the end of the issue. Today, Aravosis published evidence of another altered photo, this one depicting a meeting from the failed "top kill" maneuver. "How many other crisis response photos from BP have been faked?" wrote Aravosis. "Did they fake any videos?"
