CHINA FUTURE GLOBAL FORUM in SINGAPORE
China needs to master English, says MM Lee
Singapore's bilingual experience a useful example Updated 05:35 PM Jul 14, 2010
Speaking at the inaugural FutureChina Global Forum Meeting, Mr Lee said mastering bilingualism is difficult but China has to create an English-speaking environment to master the language. During the forum, Mr Lee also tackled a host of other issues, ranging from United States-China relations to political succession in China and bilingualism. Organised by Business China, the theme of the forum was "Strategic Insights for riding China's next decade". Responding to a question, Mr Lee said the role of the US as a world power will change in about two decades' time and it has to come to terms with China becoming a super power. He said that the US knows that China's gross domestic product will be greater in 20 to 30 years' time. And while ties between the two superpowers fluctuate, Singapore will not be affected said Mr Lee. Singapore, Mr Lee said, keeps an equal distance between China and the US. On the situation in East Asia, Mr Lee said regardless of political and other non-confluence interests, China, South Korea and Japan will not be able to form a centre of power. He said the sheer proximity of South Korea and Japan to China will mean that the two countries will ride on China's growth. However, Mr Lee said this does not mean Japan will align itself with China politically. He pointed out that Japan and South Korea will continue to have close ties with the US. Mr Lee also touched on political succession in China. He pointed out that China's next leadership succession is already in place and that the country is not short of outstanding leaders. But Mr Lee noted that corruption will be China's greatest problem. Doing business in China requires connections, but Chinese officials understand that Singaporean businessmen are reliable and not corrupt. He said: "The Taiwanese are ruthless, Hong Kongers are shameless and Singaporeans are ignorant. People who are ignorant are not corrupt and reliable." |

Help commuters get a grip Letter from Noodie Mak ONE Friday, during the morning rush hour, I boarded a train at Buona Vista MRT Station to head downtown. On board, I had to stand surrounded by people, with no nearby pole or rail for support. At a slight bend in the rails, I almost fell, as did the many ladies in high heels. On a recent trip to Bintan, I was about to board a bus when the driver politely told us to wait for the next available coach as there were no empty seats left and no standing passengers were allowed. They have a maximum capacity policy which they take pains to abide by, for safety’s sake. It is one thing to prepare for catastrophic emergencies but safety should also encompass the cuts, bruises and bumps — even broken bones — should the train jerk sharply or the driver be forced to use the emergency brake. Prevention is better than cure. I know it is not easy to juggle the demands for transportation with the number of trains in service simultaneously but more thought should be put into giving passengers, literally, a grip on the situation aboard our jam-packed trains. |

Accommodate maximum, not average, loads Letter from Richard Seah THE SMRT communications staff asserts that MRT trains carry an “average” of only 1,300 to 1,500 passengers during peak hours. These numbers work out to an average of 3.8 persons per square metre, which does not correspond with reality. Anyone who has been in a packed train will tell you that the real-life situation is closer to seven or eight persons per square metre. At each train doorway, there are easily eight or more people standing abreast and they are standing eight to 10 deep between each set of facing doors. This adds up to 240 people on each carriage standing between the facing doorways. Each train car (of the older design) has 50 seats. In the middle of the car, between the seats, passengers stand at least three deep. So, conservatively, that’s another 75 people standing in front of the seats per carriage. Add another 15 passengers standing at each “joint” between carriages and you get an estimated 380 people per car during peak hours, or a total of well over 2,000 passengers. And this is based on the older train designs; newer trains have far more standing room, which can accommodate even more people. These numbers are far greater than what SMRT chief executive officer Saw Phaik Hwa deems “CRUSH LOAD”. Could SMRT please divulge how it arrives at the “average” passenger load? Would it care to also reveal the maximum numbers? Do independent entities, such as the LTA or the Public Transport Council, verify the numbers? MORAL: 1. When Solving Problem, NEVER use ESTIMATE and AVERAGE, which are for GUESSING ONLY. USE FACTS and FIGURES. 2. When Solving Problem, be ONSITE and nOt argue from the OFFICE. IF CHINA's PREMIER can be ONSITE and US's OBAMA can be ONSITE, WHO ELSE CANNOT be ONSITE ? ? ? ? |

On the MRT, RUSH hour is CRUSH hour Lessons from Bangkok Letter from Denis Distant I REFER to the letter “In case of emergency …” (July 24-25) from Bernadette Low, manager, Corporate Marketing and Communications of SMRT Corp, which seeks to reassure commuters that each train has a Train Officer in contact with Operations Control Centre (OCC). Where is this person located on its trains and is he able to monitor the entire packed train, especially when there may be overcrowding in some carriages? How is the number of passengers in each carriage monitored in order to ensure there is no overcrowding in strategically-located carriages (for example those adjacent to escalators) where experienced commuters tend to board? “Constant contact with OCC” may suffice in the event of a train breakdown, but is of little use if there is overcrowding. There should be more staff based on the platform to keep a watch during busy times, instead of being concentrated in the control room on the ticketing concourse. SMRT may benefit from taking a look at the practice of the operators of Bangkok’s Sky Train, which has at least one uniformed staff member on each platform in the busier stations to maintain order and provide relevant information where required. NOTE: OCC is controlling the monitor SCREENS [nOt the commuter] that is ALL ? ? ? ? Monitoring SCREEN is like watching TV programme ? ? ? ? |

SELF-REGULATION started from SELF-MANAGEMENT ONCE UPON A TIME . . . . ManagEE asked MANAGEment "HOW to INCREASE PRODUCTIVITY ?" MANAGEment replied: "This is your PERSONAL AFFAIRS. YOU should KNOW HOW TO INCREASE YOUR OWN PRODUCTIVITY ! It is NOT the MANAGEment's job to TELL YOU HOW." "The MANAGEment's JOB is just to ASK managEE tO INCREASE PRODUCTIVITY even IF MANAGEment DON'T KNOW HOW TO INCREASE OWN PRODUCTIVITY." "managEE NEEDS to be SELF-MANAGED, SELF-REGULATED, SELF-DISCIPLINED." Similarly, REGULATor is responsibile to ASK regulatEE to SELF-REGULATE and nOt to TELL regulatEE HOW to be REGULATED. SO SIMPLE AFTERALL, MANAGEment and REGULATor had GOT THEIR FAT PAYS . . . . |

SEC accuses Goldman Sachs of defrauding investors Goldman Sachs accused of fraud; SEC says it hid hedge fund's involvement in doomed securities, On Friday April 16, 2010, 11:22 pm EDT
WASHINGTON (AP) -- The government on Friday accused Wall Street's most powerful firm of fraud, saying Goldman Sachs & Co. sold mortgage investments without telling the buyers that the securities were crafted with input from a client who was betting on them to fail. And fail they did. The securities cost investors close to $1 billion while helping Goldman client Paulson & Co., a hedge fund, capitalize on the housing bust. The Goldman executive accused of shepherding the deal allegedly boasted about the "exotic trades" he created "without necessarily understanding all of the implications of those monstrosities!!!" The civil charges filed by the Securities and Exchange Commission are the government's most significant legal action related to the mortgage meltdown that ignited the financial crisis and helped plunge the country into recession. The news sent Goldman Sachs shares and the stock market reeling as the SEC said other financial deals related to the meltdown continue to be investigated. It was a blow to the reputation of a financial giant that had emerged relatively unscathed from the economic crisis. Goldman Sachs denied the allegations. In a statement, it called the SEC's charges "completely unfounded in law and fact" and said it will contest them. The SEC is seeking to recoup the money lost by investors and impose unspecified civil fines against Goldman Sachs and the executive, Fabrice Tourre. The SEC could enter into settlement negotiations over the amount if Goldman changed its stance and decided not to fight the charges in a trial. The SEC said Paulson paid Goldman roughly $15 million in 2007 to devise an investment tied to mortgage-related securities that the hedge fund viewed as likely to decline in value. Separately, Paulson took out a form of insurance that allowed it to make a huge profit when those securities' value plunged. The fraud allegations focus on how Goldman sold the securities. Goldman told investors that a third party, ACA Management LLC, had selected the pools of subprime mortgages it used to create the securities. The securities are known as synthetic collateralized debt obligations. The SEC alleges that Goldman misled investors by failing to disclose that Paulson & Co. also played a role in selecting the mortgage pools and stood to profit from their decline in value. Two European banks that bought the securities lost nearly $1 billion, the SEC said. "Goldman wrongly permitted a client that was betting against the mortgage market to heavily influence which mortgage securities to include in an investment portfolio, while telling other investors that the securities were selected by an independent, objective third party," SEC Enforcement Director Robert Khuzami said in a statement. http://finance.yahoo.com/news/SEC-accuses-Goldman-Sachs-of-apf-1523020722.html?x=0 |

Maid spiked soup with sleeping pills Teo Xuanwei xuanwei@mediacorp.com.sg SINGAPORE Yesterday, District Judge Lim Wee Ming sentenced the 26-year-old to 12 months’ imprisonment for administering the sedative to Mdm Mah with the intention of causing hurt. Pressing for the court not to show leniency, Deputy Public Prosecutor Bhajanvir Singh said Windri had poisoned an elderly and vulnerable victim. He added that employers need to be protected from violent maids. In Windri’s mitigation appeal, defence lawyer Mohamed Muzammil Mohamed, who was instructed by the Indonesian Embassy to act for the maid, said his client, who had been remanded since Dec 22 last year, had no intention to kill Mdm Mah. Windri could have been jailed up to 10 years and fined. MORAL: CLOSEST PERSON is GREATEST ENEMY [by OLD DRAGON] — She loathed getting scolded by her employer. So she found a way to minimise reprimands: Adding sleeping pills to “Ah Ma’s” soup, so that she would fall asleep and not find fault with her work. For over a year, Indonesian maid Windri Hartatik would do this every few days; whenever she was angry with her boss, 80-year-old Mah Ah Choo. Windri got away with this until Dec 9 last year, when she added 10 of the pills — which she bought from an Indonesian traditional medicine shop to help her sleep — to some pork rib soup she had prepared for Mdm Mah. Mdm Mah drank the soup for dinner and fell asleep soon after. The following morning, Mdm Mah woke up in a cold sweat and felt weak and lethargic. But she did not suspect anything and drank more of the leftover soup before going grocery-shopping, accompanied by Windri. While she was at the supermarket, Mdm Mah felt faint and nearly collapsed. It was only when Mdm Mah confronted Windri when they got home that the latter confessed to spiking her soup. During the trial, the widow also told the court that she had noticed Windri would eat the fish and vegetable dishes she prepared but give the soup a miss on some occasions.

Narrow escape for mother and 3 kids as car crashes on PIE A mother who was driving her three children was lucky to have escaped serious injury after she lost control of her car, which collided into the side railing of the Pan-Island Expressway on Sunday afternoon. Her three-year-old son, who was seated at the front passenger seat, was not in a child restraint seat. The woman’s two daughters, aged 11 and 13, were seated in the rear seats. The police said the children were sent to the KK Women’s and Children’s Hospital and discharged after receiving outpatient treatment. The police want to remind motorists that children should be belted up when travelling in cars. This safety measure can prevent serious injury and save lives during an accident. Any driver who fails to belt up or ensure that the adult or child passenger is belted up could be fined $120 and given three demerit points. If charged in court, the person can be fined up to $1,000 or jailed up to three months. Repeat offenders can be fined up to $2,000 or jailed up to six months. MORAL: For RISK TAKER, CASINO is BETTER than PIE |

Ionescu trial begins today, Singapore envoy to attend Singapore says the trial of former Charge d’Affaires Silviu Ionescu in Romania, which begins today, is an important step forward in ensuring that justice is served. The Ministry of Foreign Affairs (MFA) said in a statement yesterday that its Special Envoy to Romania, Ambassador Anil Kumar Nayar, will attend the start of the trial. Ionescu has been indicted by Romania’s General Prosecutor’s Office for homicide, and is also accused of causing physical injuries and making false statements. He was arrested by the Romanian authorities in May, for allegedly hitting three pedestrians while driving a car belonging to the Romanian Embassy in Singapore. One of the victims died. Ionescu has publicly denied he was the driver, claiming the car was stolen. The MFA has repeatedly called on the Romanian government to “ensure that justice is served and seen to be served” in the case. MORAL: CASINO is BETTER than ANOTHER MAN'S WIFE |

Judge rejects ‘romance’ claim SINGAPORE In a 25-page judgment released yesterday, Justice Tay felt Dr Chee had succeeded in her claim and awarded her $292,255. Dr Tan, however, succeeded in his counterclaim against Dr Chee over the share of the profits in respect of the sale of an apartment at Maplewoods condominium. Justice Tay found that Dr Tan had contributed $279,917 towards the purchase of the apartment and is also entitled to half of the $377,061 profit from its sale. In the end, after setting off the respective amounts, Dr Tan was entitled to a net payment of $176,193. In his written judgment, Justice Tay said evidence showed Dr Chee did not initiate any of the payments made to Dr Tan. Instead, the Judge felt Dr Tan “was always the one who expressly requested” that Dr Chee help him financially. Justice Tay also found that every request made by Dr Tan was couched in the form of a request for a loan. The pair met in late 1999 when Dr Chee, the general manager of Parkway Healthcare Foundation and charity arm of the healthcare group, was introduced to Dr Tan, then a third-year medical student and wheelchair athlete, as a possible fund-raiser. A month later, she began transferring $500 to his bank account every month. While he hesitated to find the pair actually had a romantic relationship, Justice Tay felt the existence of such a romantic relationship would not be sufficient to prove the money was meant as love gifts, or that Dr Chee had waived her right to repayment. — Prominent paraplegic athlete William Tan Kian Meng, who was sued for $400,000, had claimed the amount was the result of “love gifts” given by Dr Stephanie Chee Jok Heng because they were in an intimate relationship. But High Court Judge Tay Yong Kwang did not accept this contention.Leong Wee Keat ROMANCE has NO CLAIMS on MONEY |
