Thousands of housing agents get the axe

Real estate firms take action ahead of implementation of new rules

SINGAPORE

Under a new regulatory framework to be implemented by the Ministry of National Development (MND), a statutory board known as the Council for Estate Agencies will be set up. MediaCorp understands that a Bill could be introduced in Parliament as early as October.

When contacted, MND would only say that a Bill will be introduced later this year, with the council operational by the end of the year. Under the new framework, all agents must register with the council before they are allowed to practice. In the meantime, MND had asked estate agencies to submit their agents’ particulars and qualifications. Some firms have taken the opportunity to do some housekeeping.

Dennis Wee Group (DWG) updated the particulars of all its 5,000 agents earlier this month. They were also briefed on the new requirements.

DWG director Chris Koh said as a result of the exercise, some 1,500 agents were axed. They were mostly inactive or part-time agents.

“With the new central registry, where a member of public can turn to the registry and see if you are an agent, it’s going to be difficult for those with a full-time job to moonlight as an agent.”

Under the new guidelines, agents will also be required to pass a mandatory industry exam.

Only those with an industry certification will be exempted.

Rather than wait, DWG has asked all its agents to equip themselves — either with the Certified Estate Agent Course or the Common Examination for Salespersons.

Another real estate agency, PropNex, has also taken action.

Its CEO, Mohamed Ismail, said some 1,200 agents were terminated, either because they’re inactive or unwilling to take up personal indemnity insurance. The insurance covers any financial liabilities arising from housing transactions.

Agents who are associated with moneylending have also been let go. “We have made it a policy that any PropNex agent, who has a moneylending licence, will not be allowed to practice because we do see a conflict of interest.”

ERA, which has about 3,000 active agents, says it removes about 100 inactive agents from its database every month. Associate director of ERA Asia-Pacific, Mr Eugene Lim, said the company has also been training its agents for the Common Examination for Salespersons.

To date, more than 2,500 ERA agents have taken the exam.

HSR, which represents about 7,000 agents, says it regularly checks its database for inactive agents, who are then put on a passive list and sent reminders to go for retraining.

There are an estimated 30,000 housing agents in Singapore.— Real estate firms have axed thousands of housing agents ahead of enhanced regulations aimed at improving the professionalism of the industry.

We have made it a policy that any PropNex agent, who has a moneylending licence, will not be allowed to practice.

But nothing is ever that simple, as demonstrated by

India hikes rates to tackle inflation

MUMBAI

The Reserve Bank of India (RBI) opted for a 25-basis-point increase in its repo rate, the rate at which it lends to commercial banks, and a 50-basispoint rise for the reverse repo, the rate the RBI pays to banks for deposits. The rates now stand at 5.75 per cent and 4.50 per cent respectively. The hikes were the second increase this month and designed to tackle surging prices that had been driven by high food costs, rising wages and an expanding economy forecast to grow 8.5 per cent this fiscal year.

The Congress-led government has been under relentless attack from opposition parties for its inability to protect the poorest from surging food prices. Despite strong economic growth, India has about 450 million people struggling below the poverty line.

India’s inflation rate is now the highest among the Group of 20 economic powers. The wholesale price index, the main cost-of-living measure, stood at 10.55 per cent last month, well above the central bank’s preferred 5.5-per cent level, putting pressure on the RBI to act. “The domestic economic recovery is firmly in place, strengthening, and steadily reverting to a pre-crisis growth trajectory,” RBI governor Duvvuri Subbarao said yesterday.

But he added that “inflationary expectations are elevated and persistent”.

The RBI also said yesterday it would halve the gap between monetary policy decisions, aligning the frequency of the central bank’s meetings closer with others in the world’s biggest economies. The central bank will now release monetary policy statements every six weeks, compared with once a quarter previously. The next announcement will be on Sept 16. Angel Broking economist Vaibhav Agrawal said: “We expect more rate hikes in the coming months. We don’t expect the rate hikes to impact growth as we are still well below peak interest rate levels.”— India yesterday raised its main interest rates for a fourth time this year in a fresh bid to tame double-digit inflation that had soured the experience of economic growth for hundreds of millions of poor citizens.

Chinese banks at ‘serious risk of default’

SHANGHAI

Chinese banks loaned huge amounts of money to provincial financing vehicles for construction projects after Beijing called for nationwide efforts to spur the economy. But now only 27 per cent of projects financed by the loans are generating adequate cash flow for repayment, the

And 23 per cent of the loans — or about 1.8 trillion yuan — face serious default risks, said the report.

This would be nearly four times the amount of all non-performing loans in Chinese banks as at the end of last month, according to data released by CBRC.

The CBRC said yesterday the risks can be contained through measures to secure repayment.

Such loans are typically backed by collateral and guarantees, it added.

Separately, Chinese Finance Minister Xie Xuren called on local governments to improve their financial management.

This comes as current CEO Chew Choon Seng is expected to turn in his wings when his contract expires at the end of this year.

SIA chairman Stephen Lee said the search for a new CEO is currently on track and an announcement will be made in due course.

Protecting the secular common space has become more vital with increased public religious activity

In April, Deputy Prime Minister and Home Affairs Minister Wong Kan Seng noted that religious groups were becoming “more visible in the public sphere” as “religious worship was no longer confined to traditional places of worship”.

He observed that “the success charismatic churches have had in organising mega-sermons outside purpose-built church buildings have inspired other religious groups to organise similar largescale worship events at commercial venues such as shopping centres and exhibition halls”.

To the Government, these trends are seen to be “a further encroachment of religion into the common space”.

And the Inter-Religious Organisation acknowledged, “there are usually some elements of proselytisation ... even if subtle”.

The latter had suggested the Government draw up guidelines on “how much is too much” where it comes to publicity efforts and usage of prime areas, so that there is “no sense of unfair encroaching on common spaces”. So, it was not a question of whether to have a regulatory framework — rather, it was how and when to regulate.

This raises the question of the limits that might be reasonably placed on what Singaporeans do in connection with their religious beliefs.t comes as no surprise that the guidelines on the non-exclusive use of commercial spaces for religious activities were issued last week.

Actually, i feel we are blessed with so much rain. Better to have plenty water than dried, parched land. Too much water, man can manage it. No water or insufficient supply of it - do you want to live in such a place?

Let's rewind back to April '10 and May '10. During that two tortuous months, do you recall how damn hot it was... temperatures soaring above 35C for several weeks. So, it is naturally good that we now enjoy some temperate weather in June and July. Ying and Yang at play.
