影响最持久的一次危机

?目前，国际航运市场面临的最突出问题，仍是市场运力供过于求，航运企业经营陷入困境，导致整个行业面临着生存危机。 ?交通运输部安全总监宋家慧在此间对记者说。

马泽华认为，本轮航运业危机，是全球航运历史上影响最为严重、最为广泛、最为持久的一次。他告诉记者一组数字，可看到航运市场运力规模远远大于从前：目前全球集装箱船队规模为 1690万标准箱，为十年前的 268%；干散货船队规模为 7.07亿载重吨，为十年前的 237%；油轮船队规模为 5.03亿载重吨，为十年前的 167%。

目前市场上的低船价还带来新的造船冲动。马泽华举例说，比如今年到 9月份，新船订单同比增加了 165%。

全球航运市场处于严重的供过于求状态。宋家慧介绍，目前，干散货船队全球市场过剩率为 26.6%；油轮船队市场过剩率为 14.7%；集装箱船队在亚欧航线市场过剩率为 25.9%。

中国政府助力

为促进中国航运业度严冬，交通运输部推出了一系列政策措施。宋家慧介绍如下：

交通运输部近期发布了《关于促进航运业转型升级健康发展的若干意见》，从运力调控、转型升级、市场监管、减轻企业负担、提高服务水平五个方面制定了相关的政策措施，重点在于着力改善市场运力结构、促进行业拓展新的经济增长点和节能减排、维护市场秩序、创造良好发展环境，使落后运力退出市场，促进航运企业生产经营稳定。

其次，国家制定了加快推进长江等内河水运发展行动方案，到 2020年建成畅通、高效、平安、绿色的现代化内河水运体系，为航运企业创造了商业机会。

积极落实国务院发展上海自由贸易试验区方案的实施，也为中国的航运企业带来新的商机。宋家慧说，交通运输部与上海市政府联合发布实施意见，加快推进国际航运中心建设，探索创新具有国际竞争力的航运发展制度和模式。

国家还推出了完善市场监督机制，保障市场公平竞争的政策。宋家慧介绍，交通运输部近期推出了国际集装箱班轮运价精细化报备制度，对稳定运价，维护市场秩序发挥重要作用；出台了无船承运业务经营者保证金保函制度，和扩大无船承运业务经营者保证金责任保险承保机构的范围等措施，缓解了无船承运人资金压力，保障了有关各方的合法权益。

创新合作开辟新经营模式

在如此背景下，马泽华认为，只有创新合作，开辟新的经营模式，航运企业才能度过 ?严冬 ?。

一是创新船东之间的合作。马泽华认为，要避免 ?破坏性竞争 ?，打破 ?同行是冤家 ?的传统观念，不搞 ?运力竞赛 ?。金融危机以来的无序竞争造成全行业亏损就是深刻的教训；要找准合作的共同价值点，不追求庞大的船队规模和巨大的市场占有，而是把共同降低成本、共同提升技术、共同创新服务模式等共同利益作为合作的价值点、出发点，集中各自优势，实现一家公司难以达到的目标。

二是创新船东与相关方之间的合作。争取政策支持，积极履行社会责任，通过合作来提升企业的社会公信力；船东以往的合作多数还是停留在与航运相关产业的合作上，比如与货主、与码头、与修造船等上下游产业合作占了多数。但随着市场主体的多元化，航运企业的横向合作成为新的趋势，要在提升品牌渗透力上下功夫。

三是创新船东与客户之间的合作。马泽华指出，以往的合作双方争夺主动权、决定权，导致关系紧张、决策失误甚至合作解体。今后只要合作的结果有利于双方，做出任何让步都是合理的；一直以来，船东与客户之间总是随着航运市场的高与低，处于 ?你输我赢、交替变换 ?的不均衡状态下，是一种恶性循环，最根本的一点在于没有把长远利益、共同利益放在合作的首位，也很难保持一种良性发展；要创新服务方式，讲求服务质量。比如努力实现个性化定制等服务模式的创新。

徐敏杰毕业于青岛远洋船员学院船舶驾驶专业， 1977年 5月参加工作， 1980年加入中远集团，历任上海远洋运输公司驾助、三副、二副、大副、船长；上远货运公司箱运部、操作部、海运出口部等部门经理及公司副总经理，最后官拜集团副总经理，可以说是从基层一步步做起，从浩瀚的大海挣得功名的。

金融危机前后，徐敏杰曾执掌中远太平洋，而全球第五大集装箱码头运营商中远太平洋是中远旗下码头业务的主要经营载体。在中远的经营业务中，码头涉及的投资是中远投资中较大宗的投资支出。

中远集团的 ?明星 ?项目希腊比雷埃夫斯港即由中远太平洋运营，中远原董事长魏家福曾在多个场合都提及这一项目，他还因此获得希腊政府颁发的勋章。

Cosco's Singapore-based Cosco (Nantong) Shipyard has received a $356m contract from KS Drilling to build two jack-up rigs.

The jack-up drilling rig will be based on the LeTourneau Workhorse Class design.

The rigs will be capable of drilling at a water depth of up to 35,000ft, fully operational in 400ft water depth and can accommodate 150 persons onboard.

The rig will feature an offline stand building capacity to handle drill pipes and will be equipped with a capacity hook-load of 2m pounds.
