Committee set up to review Singapore ministerial pay
 
Prime Minister Lee Hsien Loong
SINGAPORE: Prime Minister Lee Hsien Loong has formed a committee to review ministerial salaries.
The committee will be headed by National Kidney Foundation (NKF) chairman Gerard Ee.
Prime Minister Lee revealed this in his speech at the swearing—in ceremony for the new Cabinet on Saturday.
He said: " One important area for review is political salaries. We will always need committed and capable ministers. Politics is not a job or a career promotion. It is a calling to serve the larger good of Singapore.
" But ministers should also be paid properly in order that Singapore can have honest, competent leadership over the long term. I know that Singaporeans have genuine concerns over the present salaries.
" Hence I am appointing a committee to review the basis and level of political salaries. The committee will be chaired by Mr Gerard Ee, Chairman of Changi General Hospital and Chairman of NKF."
The government has pegged ministerial salaries to the remuneration levels for top private—sector earners in order to attract talent to public service and prevent corruption.
Welcoming the news about the upcoming review of ministerial salaries, businessman Bernard Chia said: " Tonight I didn’t expect him (PM Lee) to bring it up, but it is is a good thing he brought it up. I think he’ll win a lot of hearts on that."
Prime Minister Lee also said the government’s new approach must be flexible, thoughtful and compassionate. And where policies have unintended consequences, they must be put right.
His commitment to a fresh approach to policies was welcomed by newly—appointed office holders.
Newly—appointed Education Minister Heng Swee Keat said: " The prime minister has stated very clearly that we want to build a government that is open, consultative and responsive to the needs of our people. And that we welcome diverse viewpoints, and at the same time, make sure we stay united as a people."
Those interviewed also said that one key task ahead for the government is to weave different view points into policies that benefit Singaporeans.
" I think it’s not just about changing things. It’s also about strengthening things. We also hear that many Singaporeans feel that many of the policies make a lot of sense. But policies in the main cater to the broad part of the population, but there are many people who may not fall within that group, so what do we do to cater to that? That’s where the flexibility will come in," said newly—appointed Minister of State for National Development and Manpower Tan Chuan—Jin.

Man, 22, dies after suffering from acute liver failure

SINGAPORE: A 22—year—old Singaporean man died after suffering from acute liver failure caused by an unknown virus.
On May 1, Hoo Shuwei came down with a high fever and was later admitted to the Singapore General Hospital (SGH).
His liver cells started to deteriorate and after a few days, he was diagnosed with liver failure and his kidneys were also affected.
" His kidneys started to fail.....he was sedated and they (doctors) were worried that the brain will swell. There were signs of swelling but it wasn’t that serious," said Mr Hoo’s brother, Shuyi Fezz.
In an e—mail reply, SGH said Shuwei’s condition deteriorated rapidly and he was put on the priority list for transplant.
Unfortunately, he died before a donor was available.
SGH added that the type of virus is still unidentified.
Doctors advise the public to seek immediate treatment if they suffer from a high fever for more than 24 hours without any other symptoms.

Ionescu trial: Witness says he clearly saw car driver

BUCHAREST - When the trial of former diplomat Silviu Ionescu in a hit-and-run case in Singapore is heard on May 19, one witness may be able to identify him as the driver of the embassy car.
Mr Ricardo Izaan Luchica was one of six witnesses who took the stand via video link on Friday and said he clearly saw the driver, whom he described as a male Caucasian with dark, short hair.
Five of the witnesses were heard in the first two hours of the hearing and gave their accounts of the incident. One of them, victim Muhammad Haris, said a car's headlights blinded him before he was hit.
He said he remained conscious after the impact, but did not look at the car, only remembering that it was black.
The only witness among the group that remembered the car's licence plate number, Mr Muhammad Zahari, recounted that the car was being driven fast. " The car ran over my skateboard and then it hit my brother," he told the court. After the impact, the car did not slow down, he added.
But he too could not identify the driver because of the headlights.
Meanwhile, the fifth witness, Mr Lim Hsien Yeow, a business partner of Ionescu, confirmed that the former diplomat was at the Legend Night Club that night.
The court hearing in Singapore had established that Ionescu had then dropped off Korean soprano Jeong Ae Ree at her condominium, where the final witness on Friday, Mr Tamil Tarasan, was on guard duty that night.
Mr Tarasan told the Romanian court he saw a car with diplomatic plates enter the compound, but he did not see the driver, only the passenger. He also had noted the time of the car's entry and exit.
During recess, Ionescu, 51, told MediaCorp he was satisfied with the testimonies. CLAUDIA CRAIU

  as stated b4 i will try to keep it simple but things do become complex at this level of understanding..... dont mistake complication for complexity.
its has always been observed that the relationship between culture and governmental policies are obscure at best.....but only if pple does not take responsibility within the social setting .......society is an invention to distribute risk across the community least affecting pple as they go higher in social status.
here culture can be categorized as 2 chronically defined concepts. Permanent and Temporary. 
governmental policies would affect culture in terms of the 2 concepts.
Temp : policy > workplace arrangement > risk of individual
Perm : policy > social culture > risk of community
in such context, brand become a risk aversion tool for the community and business owner
i think pple have heard abt a term call creative destruction, its at this level that C.D become the most adverse.
social institution  become eroded and  norms become displaced ,ultimately a " better" product may be evolved.
As a individual , i do hope that pple exercise their responsibility as human being and take care of one another. i do remind pple that we are still living on a planet call Earth . Any social creation will not last long and only human being will continue to live on.
If not , we are no more worthy than a piece of device call robot.

Hmmm gona try to keep things as simple as possible
its a relative simple equation in terms of market factors
product < brand < culture < policy < agreement
where
product = low end manufactures or services
brand = reputable company or individual
culture = values and norms of industry
policy = law or model adopt by ruling institue
agreement = regional  adoption of free trade
  Therefore, where would all this lead us to?
Simply economical food chain...
Etc the ACFTA where the agreement combine the entire Asean and China market into a single market , the movement was thought to offset the inflation caused by a depreciating dollar but in reality used to protect the interests of the major players in the ACFTA  market.
Weak dollar + high oil price + strain supply chain + high gold price = forced china to relax credit control
Policies within the Asean have to been revised to allow free access of low to mid end China product and even high end products, vice versa China have allow access to prime products from Asean to enter with little restriction.Its does seem well at surface but if anyone would consider this relation
EU product > Japan product > China/Singapore product > Malaysia product > Indonesia product  (Philippines and Thailand are renown for services ,Laos ,Cambodia , Vietnam for Tourism ,Myanmar for precious stone)

So go the replies from some town councils contacted by MediaCorp. It is all about context, in the eyes of Member of Parliament Zainudin Nordin, to the question of whether employees in his Bishan-Toa Payoh Town Council, which is run by the ruling party, can participate in Opposition activities.
“In Singapore, town councils are headed by Members of Parliament who are elected in a political process, namely the GE. As we’ve seen in this election, town council matters are discussed as political issues.
It’s therefore difficult to see the town council as non-political.
It’s very existence and selection is a result of an election process,” he told MediaCorp. “Involvement of staff in political activities must logically and realistically be viewed in that context.
We are, after all, a People’s Action Party town council.”
When Jurong Town Council dismissed a customer service officer last week due to “under-performance over a period of several months”, without issuing any prior warning letter, the former employee wondered if it was because she had helped at election rallies held by the National Solidarity Party, which was contesting Jurong Group Representation Constituency. But as MediaCorp has learnt from MP Teo Ho Pin, who has been the coordinating chairman among PAP town councils, there are no guidelines on what constitute political activities. — There are no guidelines, but call it a basic expectation. When it comes to taking part in political activities, town council employees may not have anything in black-and-white to go by, except to be mindful of how they are viewed in their workplace.

ICA makes largest haul in five years
 
 
 
The Immigration and Checkpoints Authority has scored its largest haul of contraband cigarettes in 5 years - 412,000 packets of duty-unpaid cigarettes with an estimated street value of $4.12 million. 
The evaded duty and GST involved amounted to some $3.2 million. 
The cigarettes were found in a 40-footer container at the Pasir Panjang Scanning Station on Wednesday. 
Singapore Customs has taken over the case for further investigations. 
If convicted, first time offenders can be fined up to 20 times the amount of duty evaded and liable for a jail term not exceeding three years. 
For second or subsequent convictions, offenders can be fined up to 40 times the amount of duty evaded and jailed for up to six years. 
The offenders also face further fines based on the amount of GST evaded. 
The vehicles used in transporting the contraband can also be seized.

Man jailed for giving almost S$2.4m in bribes
 
SINGAPORE: A businessman was sentenced Friday to four months’ jail and fined S$180,000 for giving bribes worth about S$2.39 million.
44—year—old Andrew Tee Fook Boon had handed out what is believed to be one of the biggest amounts involved in a private corruption case in recent years.
Should he fail to pay the hefty fine, he would have to spend an additional 12 months behind bars.
He pleaded guilty in December, last year, to 12 of 80 charges, with the remaining ones taken into consideration during sentencing.
Tee, who committed the offence between 2003 and 2009, is the sole proprietor of AT35 Services, a firm that used to supply food items to furniture chain, Ikea.
He had worked with an alleged accomplice, Gary Lim Kim Seng, who had introduced him to Chris Leng Kah Poh.
Mr Leng was then the food services manager of Ikano, the local franchisee of Inter Ikea Systems B.V. which operates Ikea in Singapore.
Based on court documents, Tee and Mr Lim gave the bribes to Mr Leng as his reward for favouring them when placing orders for food products for Ikea.
Both Mr Lim and Mr Leng haven’t been charged in court.
However, addressing the court Friday, District Judge Kessler Soh said that Tee’s culpability appears to be " somewhat lower" than that of the two men.
He added that Tee was not " the brain or the prime mover" of the payments to Mr Leng.
There was also no evidence that Tee had corrupted anyone through his involvement in the case, said Judge Soh.

Khaw determined to make housing and HDB popular again

SINGAPORE: In his last blog post as Health Minister, Mr Khaw Boon Wan said he is determined to make housing and HDB Singaporeans’ popular icon again.
Recounting his earlier days in the Health Ministry, Mr Khaw said he went to the Health Ministry in 2003 during the SARS period with some trepidation, not quite sure what he was walking into.
He will go to the National Development Ministry with even greater trepidation.
This is because it is red—hot with widespread unhappiness, and housing is a new frontier for him.
Mr Khaw said he hopes Singaporeans will bear with him, with patience and understanding.
He added that he will work very hard to shorten the learning curve, and listen intently to all suggestions and criticisms.
Mr Khaw said it has been an eventful eight—year term at the Health Ministry.
He added that there were many more things he had wanted to do in the ministry like transforming the long—term care sector, ensuring nursing home affordability, ElderShield reform, a third medical school, and expanding polyclinics.
He will now entrust this agenda to the next Health Minister.

ROTTERDAM: Over 20,000 fans turned out at the Ahoy Arena in Rotterdam over the weekend to catch table tennis stars like newly—crowned men’s and women’s champions Zhang Jike and Ding Ning of China in action at the World Table Tennis Championships, which ended on Sunday.
Team Singapore’s paddlers played no part in the business end of the tournament, failing to meet the target of a medal.
With the Olympic Games in London looming next year (July 27 to Aug 12), the performances of the 11—member Singapore table tennis team at the world championships raise some concern over their ability to win a medal next year.
But national women’s head coach Zhou Shusen continues to believe the players will be able to deliver at the London Games.
Speaking to MediaCorp on Monday, he said: " I have every confidence in them for the Olympic Games. The target is for one or two medals in the team and individual events. There is a good chance in the singles event because China is only allowed to send two players."
Not restricted by such rules, China’s women occupied seven of the eight spots in the quarter—finals in the singles event, with Feng Tianwei the only other nationality standing in the way of a clean sweep. Feng, the world No 6, was powerless against a rampant Ding Ning, going down 4—0 on Friday.
The Singapore women, who won world team gold in a stunning upset over China last year, failed to hit the heights here.
At last year’s team championships final in Moscow, Feng beat Ding Ning and Liu Shiwen to propel the upset win, but the Singaporean looked a pale shadow of herself here.
Wang Yuegu, the world No 12, Li Jiawei, Sun Beibei and Yu Mengyu all failed to advance to the round of 16 in the singles event.
One would think any medal success next year will come from the women, who will look to at least defend their team silver from the 2008 Beijing Olympics. But their current form hardly breeds confidence.
Undaunted, Zhou said: " I think our performances here met the players’ normal standard. Tianwei reached the top eight in the singles, and our mixed doubles and women’s doubles also went quite far. Tianwei also managed to beat Hong Kong’s Tie Yana (in the round of 16) after losing to her the last time."
Led by a new generation of stars like Ding Ning, 20, 19—year—old Liu Shiwen, and men’s champion Zhang, 23, China bagged all five gold medals on offer here and took home 14 of the 20 on offer in total.
The world’s top 28 eligible players on the ITTF’s world rankings after the world championships will qualify for the 2012 Olympics, with each country only allowed two paddlers each for the men’s singles and women’s singles. Other qualification spots must be earned through the continental qualification events scheduled from June 1 to April 22 next year.
Feng and Wang look set to represent the Republic in the women’s singles event in London next year, with veteran Li ( world No 23) likely to take the remaining spot on the three—member team event.
Male paddler Gao Ning, currently ranked world No 16, will also represent Singapore in the men’s singles.
" We still have some time to work on them. Before the last world championships, Tianwei had never beaten Ding Ning. Liu Shiwen looked unbeatable, and Yuegu had never beaten her before. But they did it, and they beat them in a big competition," Zhou pointed out.
" We still have a chance, but we must have confidence ... I believe these players still have a lot of unfulfilled potential, and have the ability to win." —
