That was why the alarm was not raised until May 19, two days after staff members first noticed the graffiti.

“They (staff) thought it was a commercial wrap, likewise several members of the public also spotted the graffiti but we did not receive any report,” said Mr Choy Kin Chong, SMRT deputy director of security and emergency planning, yesterday.

It was only when the MRT train was recalled to the workshop for scheduled maintenance at 4pm that day that the act of vandalism was recognised for what it was.

The police have said that 33-year-old Swiss Oliver Fricker and his accomplice, Briton Lloyd Dane Alexander, had broken into Changi Depot and spray-painted two train carriages between May 17 and 18.

SMRT reported the incident only on May 19.

Fricker was arrested on May 25 while Alexander is believed to have left Singapore before the vandalism was reported.

When asked why it took about three weeks before news of the security breach was made public, Mr Choy said: “During that period, the case was under police investigation and we could not reveal too much about the incident.”

SMRT has since taken several steps to enhance security, including raising the number of security personnel and patrols at its depots.

It will also more than double the number of CCTVs.

Mr Choy said the train operator plans to mount cameras and a lighting system at the reception track so that its staff can monitor the exterior of all the trains that depart a depot for service.

Meanwhile, in response to media queries on the police’s follow-up action with regard to Alexander, the police said yesterday that they had “alerted all the Interpol member countries to look out for the said accomplice and to render us information should he be found in their jurisdiction”.

In consultation with the Attorney- General’s Chambers, the police have applied for a warrant of arrest against Alexander, who is now believed to be in Hong Kong.

If arrested, he can be brought back, as Singapore and Hong Kong have an extradition treaty.— The graffiti on the train at the Changi Depot appeared to have been done so artistically that SMRT staff thought it was an advertisement, not an act of vandalism.

RAFFLES Education said it has complied fully with Singapore Exchange rules on disclosure after a report emerged that its unit in Thailand - Raffles Design Institute (RDI) Bangkok - had run into trouble with the Thai education authorities.

In a statement yesterday, Raffles Education said that it takes very seriously compliance with the laws of countries it operates in and will do whatever is needed to comply with these conditions.



The Straits Times had reported yesterday comments by the Thailand's Higher Education Commission (HEC) that

the institute was operating without its permission and that the HEC has taken action against it.

FORMER remisier king Peter Lim has become a substantial shareholder in Healthway Medical by increasing his stake from 4.96 per cent to 6.03 per cent.

 

Last Wednesday, Mr Lim bought 14.56 million shares on the open market through his firm Kestrel Capital Partners. Prior to this purchase, he held 90.78 million shares, or 4.96 per cent.

Former remiser king, Lim Eng Hock (also known as Peter Lim),

has increased his deemed stake in Healthway Medical.

Mr. Lim bought 14.6 million Healthway shares from the open

market, at S$0.15 each, through Kestrel Capital Partners Pte Ltd.

This brings his deemed interest to 5.75 percent from 4.96

percent. Mr. Lim is known to be a savvy investor, and we think

this would attract more interest in this stock.

We believe that Healthway has sound fundamentals and it is on

track to grow its business. It recently expanded its specialist

and wellness services in several areas, positioning itself as a

leading specialist healthcare provider.

Its expansion plans in Shanghai are also on track, which

would pave the way for more medical centres in other key cities

in China. Hence, we are maintaining our view there is still value

in Healthway, as its expansion is expected to boost growth. We

are estimating earnings of S$16.0 million ($11.32 million) and

S$27.0 million in financial year 2010 and 2011 respectively. At

S$0.155, the stock is trading at 17 times 2010 financial year

earnings.

Raffles Education clarifies

its position in Bangkok

SINGAPORE

Raffles Education’s chief executive officer Chew Hua Seng said in a statement yesterday that RBK was in talks with Thailand’s

Higher Education Commission (HEC) to meet these regulations, which were brought to its attention last November.

According to media reports, the HEC alleged that the school did not obtain permission to run its top-up degree programmes.

HEC also reportedly took legal action after a warning issued to RBK to cease operations last November was not heeded.

The institute conducts distance learning for a bachelor’s degree top-up programme from the Raffles College of Design and Commerce, which is based in Sydney.

RBK faces a fine of up to 500,000 baht ($20,400) and/or a jail sentence of up to one year, according to media reports.

Mr Chew explained that since 2001, RBK has been operating under a vocational licence as it is a design institute, and was told by the HEC last November to register as a university in order to continue its top-up degree programmes.

He said RBK’s premises lacks the amenities and land size required by Thai law governing universities, such as four acres of land, a canteen, a football field and other recreational facilities.

RBK promptly stopped accepting top-up degree students and held discussions with HEC to meet the land size and amenity requirements.

It also sourced for the land and explored potential collaborations with three Thai universities.

“The HEC’s disclosure of this issue to the media was unexpected as our dialogue with them is still ongoing. Moreover, RBK has, to-date, neither been served any writ nor fined by HEC,” said Mr Chew.

He assured shareholders that only 30 of the 390 student enrolled are affected by the new HEC ruling — a small number considering Raffles Education’s overall operations.— Raffles Design Institute (RBK), the Bangkok unit of Raffles Education Corporation, said it is working towards complying with regulations set out by Thai education authorities to operate as a university.
